Wont deliver sms

My messages say they are sent, but they sometimes dont get delivered. Any ideas?

Restart a 3rd time it refreshes thw motherboard in the device

I just did it a 3rd time. I feel like it may be the network, because it only happens sometimes. Its just so frustrating to not know if they've sent.
