Disable iMessages without iTunes account

Won't get into the details why, just note it's PHI based. If I have iPhones at work that we want to be able to send standard text messages, but not iMessages, and DON'T have an iTunes account logged into these devices is there a way to set the device up to just receive text messages (the green bubbles :) ). Every article out there talks about going to Settings > Messages and toggle it off but all I get is a screen to login to iTunes.

Note maybe the phone can do this without any settings and I'm just not seeing it. I only have a fresh iPad with cellular setup to test but think even with cellular the iPad can't send or receive text messages without being linked to a physical iPhone.

The iPad can send and receive text messages to/from other iDevices, even if it‘s not connected to an iPhone.

When you set up the iPhone, it should be possible to use it without Apple ID.
Are you trying to set it up with the device connected to a computer?
