I have a jailbroken iPhone 4 on 6.1 if I do a software update can I jailbreak again

Absolutely!! Your iPhone is still Jailbreakable on iOS 6.1.2.

Yep. Be sure to put your iPhone in DFU mode before updating... it allows a cleaner firmware installation from a Jailbroken state.

Restore, updating/downgrading is fairly interchangeable. Restoring means putting a fresh copy of iOS onto your device. Upgrading or downgrading using iTunes will put a fresh copy of iOS on your device, so basically you're restoring. If what you mean by restoring as putting the same iOS that back onto your device, you can, but it'll require SHSH blobs. On iOS 6, it doesn't matter which iOS you're on since they're all jailbreakable at this point until iOS 6.1.3 comes out.

I just restored and updated to 6.1.2 from a jailbroken iPhone 5 6.1. I was also confused on whether to pursue DFU to upgrade or restore and update option. No problems at all and from what I gather its only necessary to enter DFU mode if downgrading to an earlier IOS.
