Is there a way to make all my devices look the same?

Is there a way to make all of my devices, iPhone X Max, iPhone 11 Max Pro and iPad Pro 2nd gen look the same? Is there a way to sync and/or copy everything from my main phone to the other devices? I want them to have all the same apps etc. without having to download apps to each device. This way no matter what device I am using at the time it will be just like the others.

I would appreciate detailed answers if there is a way to accomplish this. I know you can sync things using iCloud but i have never done this before.

If you want two or three iPhones to look alike you could simply back up the first one and then restore the others from that backup.
