This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. You can unlock the 4S in two ways, one being through the carrier, or one is by purchasing an interposer to slip between your SIM tray and your SIM card.

An interposer is a piece of hardware that's slipped in between the SIM tray and the SIM card as a medium. Interposers commonly refer to the Gevey SIM or the R-SIM. Depending on which iOS is on your device, you can consider the R-SIM 9 for iOS 7.X, or the R-SIM 7+ for iOS 6.X
