wifi when overseas

hi there..
when you are in another country and turn your airplane mode on and then turn your wifi on, you normally join any available wifi network, right? but i cannot join to a wifi network.. any ideas??? do i need to change any settings??? please help. thank you

You need to turn cell data off... But airplane mode turns off all wireless.

and also turn off data roaming unless u wanna get charged a lot
