Wallpaper

Can you help me with move and scale, as soon l adjust the picture to how l want it, it springs back to full size.
Which leaves me with just a little of my wanted wallpaper.
I am obviously missing out something somewhere.

No problem as nobody had an answer there are a few apps to help you do this, in the App Store.
Got one and my problem is now solved.
