There probably wont be a 04.11.08 unlock for a LONG time, if ever.

How about requesting for factory unlock for the country were it is locked?is it posible?

Depends on if your carrier does that or not. US carriers will not unlock an iPhone for any reason.

Only carriers can unlock phones with non-exploitable basebands. Spoofing your IMEI is highly illegal and I'm not even sure that it's still possible.

You will also have to wait for MuscleNerd to release an updated version of Ultrasn0w that supports the 4S basebands. It could be a while, although he has made some progress.

You can, however, preserve your baseband & use a custom firmware. JMills87 has discussed such.

You can preserve your baseband,but for those who forgot ang did not preserved their baseband b4 upgrading to ios 5,they will not unlock 04.11.08

Not in the US they don't. No carriers will unlock an iPhone. The ONLY way to get an unlocked iPhone 4S in the US is to purchase it factory unlocked from the Apple store.
