Tether without jailbreaking?

Are there any apps now that will allow my to use my iphone 6 for tethering, but without jailbreaking?

Why wouldn't you just use "Personal Hotspot" to tether as if it was a WiFi router?

He's probably with a cartier that charges an extra fee to enable the use of the WiFi hotspot feature.
