Request for sim pass code

I have not as yet installed the latest iOS version on my iPad Air 2.
I have noticed that if l do a reset, which l have done quite a few times lately. It as usual asks for my number, with the notice that after that l will need to enter my sim code.
But it does require it and goes on to normal apps etc pages.
I have tried to reset it a few times but nothing changes.

What happens if you ignore the request? What you describe is not normally happens after resetting an iPhone.
 
I will try to explain it a little better, after doing the thing with both buttons and switching off.
Then the Apple appears and the system restarts.
Then it asks for my touch code or pin with the notice that after this l will need to enter my sim-pin however.
This does not happen and the iPad performs as if the pin was given.
Is that clearer ?

Like my sim card is not locked by a code but l know it is.

After a reset, you should have to enter your passcode, not your SIM PIN.

SORRY my fault l was getting confused between shutting down and resetting. Oops.
Listen you guys are good at this why not help up sort out the problem with water leaks in our Citroen C1 forum :)
