It's an elastic cover for the rim of the bell.Is there some kind of cover on the sousaphone? From far away it looks like sugar coating.

Artwork made by local school children using old CD's. It's part of the Cathedral Village Arts Festival.
The sad part is that they were only put up a few days ago and both have already been vandalized. You can see missing CD's in both hearts.

Here's something I saw this morning while out walking.
Bronze cow in the lobby of a downtown bank.
That's lovely!
It was cloudy and raining, but I caught a glimpse of the sun this evening, before the sun disappeared completely.
They're both lovely, especially the rays of the setting Sun in the first photo.
