Is this site telling the truth?

Its an article telling me that I can downgrade from 4.2.10 to .9 by simply adding an isp address to my hosts file.

Basically I download 4.2.9 then block 74.208.105.171 gs.apple.com, reopen itunes and shift click on restore and pick 4.2.9


Will this really downgrade me to 4.2.9 so i can jailbreak?

No, you need your SHSH key to downgrade
