iPhone 6 won't text pics

There is a little green progress bar that slowly goes to the right them just stops and later message that it didn't send. I took iMessage off and restart phone but no luck. Running iOS 10.2.1.

It's always been slow sending pics and with a good network and now won't even send pics

There is a little lock sign near the battery icon at the top right in the text app. Can't share pic since it on the other iPhone

That means that Portrait Orientation Lock is enabled. That has nothing to do with sending messages.

If you wish to disable it, pull up the Control Centre (slide upwards from the bottom). Then tap the red icon at the right:
