Grrr! Trying to download apps!

I just started having this trouble now. I went to download an app. It pops up saying I have to agree with terms blah blah blah. Then I hit agree and it says it will start to download. But as soon as I hit the notification it goes back to accepting the terms. It keeps doing it back and fourth! I rebooted my phone. And I am on the latest software. Is it just a bug of ios6?

It's an issue that just started. Apple is aware.

They were, yes. It was corrected a few hours after it started.
