Disable Phone Features?

I'd like to know if I can, via jailbreaking, disable the phone features of an iPhone 4? Basically, I'd like to turn an older spare iPhone 4 into an iPod Touch without any ability to make 911 calls and such. I'll be giving it to a child and I don't want them to be able to accidentally dial 911.

It's a Verizon iPhone 4...so no sim card.
 
Are you sure ??? Thought all iPhones had a sim card, it's very hidden, small hole paper clip size on the side of the phone

If you jailbreak the iPhone you can "hide" any app you like including the Cydia app....install SBSettings.....
 
jrcorwin, in Cydia, there is a free tweak called "disableEmergency", which does exactly what you expect. It stops you being able to dial 911 from the lock screen. If you also hide the Phone app as Bulla suggested, you should be good to go. Rather than install SBSetting to do that, you could use "Poof" which hides apps without any of the other SBSettings features. It sounds to me like this may be more along the lines of what you want...
