In the 3rd beta of iOS 18.1, Apple dropped the requirement that the iPhone's region must be the United States to use Apple Intelligence. The only requirement now is that the iPhone's language must be set to English. This was first spotted by 9to5Mac.

Now, English-speaking users around the world have access to opt-in to Apple Intelligence, with a few exceptions. Users in China will not have access to Apple Intelligence, and users in the EU must have a US App Store ID.

Be sure to check your Siri language settings, as you may have to change it to the English (US) option to receive access to Apple Intelligence.
