3G toggle doesn't work

The 3G toggle in SBSettings menu doesn't work on my 4S/32GB (i.e. no matter how I change it, the actual switch in Settings/General/Cellular "Enable 3G" remains the way it was before, either on or off). Is this some known issue or could there be any particular reason for the misbehavior (the phone was set up completely from scratch)?

One more thing... Does the Settings switch "Cellular Data", when turned off, completely disable any cell network data transfer (that is, even if the "Enable 3G" switch below it remains ON)?

Apple stopped allowing the ability to disable 3G in iOS5, and yes, disabling cellular data will disable all network data so that only wifi data can be used.
