4 vs. 4S: EDGE/3G vs Cellular Data "on" or "off"?

My 4 had enable 3G option. My 4S only has turn cellular data on or off. If it is OFF, I can only get calls and texts (could not even send or receive a picture message). Has Apple decided no more data via 2G/EDGE? I really liked the battery savings this provided on the 4. But this doesn't seem to be the cause of my battery problems on the 4S, since even with cell data OFF, battery life is very poor (see my other post).

Any ideas why Apple did this? Is there an app or workaround?
 
That isn't an Apple choice. That is a carrier specific setup. Since the 4S is a world phone, all the protocols should be in there.
 
Thanks. So why can't I choose to receive data too under 2G/EDGE thereby conserving battery? (The 4 received data albeit slower when 3G not enabled)
 
You would have to ask your carrier. And I do remember when Apple presented the iPhone 4S publicly and 2G was listed with battery life expectancy.
