3g internet problems help please

Just dont a speed test and here are the results inside my home will try them again when at the shops in bit as well ....

download was 1.69mbps
upload was 0.28mbps
ping was 317ms

is that a good speed for 3g?

I'm getting around 3mbps on full bars and 0.7 upload. Ping is around 200ms. Of course it depends on your network, how busy it is at the time of your test and how good a signal you have...
