WiFi Hotspot

I have a 3G iphone. Is it possible to use it as a wifi hotspot or similar so that I can use it to connect my iPad Mini to internet whilst mobile.

Nope. iOS 6 has a default hotspot, and all jailbroken tethering apps require iOS 5+.
