You'll need to contact the carrier that it's locked to at the moment to get it unlocked.
AT&T will only consider unlocking an iPhone for the original owner. Unless you are the original one or the original owner is able to make the request on your behalf, AT&T will not unlock it. The only other choice would be a third party unlocking service, most of which are not recommended.
The iPhone 4 was introduced almost 5 years ago and will not run the latest iOS version or the growing number of apps that require iOS 8 and higher. Have you considered upgrading to a newer, unlocked iPhone?
