where can I download apple mobile device manager WITHOUT resintalling or updating ITUNES?

I just need to know where to download the program and or device drivers without updating or reinstalling itunes

You can't. iTunes is the phone management software for the iPhone.

iTunes 12.5.x contains the necessary drivers for iOS 10, and there is no alternative.
