What is the difference between the way win10 and OS X handles USB tethering?

I’m in New Zealand. I’m not sure how things work in the rest of the world, but in our country we have only recently been given access to unlimited data plans for mobile. One of the changes we experienced when the new plans came in, was the introduction of paid hotspotting. Up until recently it was free, but now it costs $10 per month to access it.

One interesting thing I have noticed is:

if I tether via USB to a win10 computer I can share the internet connection from my phone without paying the subscription fee. But if I try to do the same on OSX it simply will not work.

can anyone explain to me how or why it works on win10 and not OS X? It would be great to know, so I can look at finding a work around for this on my Mac. It bugs me to pay the $10, so I just don’t, but it’d be good to be able to tether to the Mac for free.
