Want to block safe mode and factory reset

I want to block Safe Mode and Factory reset so they cannot be used to override software or Apple restrictions that prevent viewing explicit content. I think that blocking factory reset is more secure on iPhone than on the competitor smartphone product because having a trusted friend assign an Apple ID and associated password is able to block the factory reset.

However safe mode can be used to disable third party content protection software. Can an Apple ID assigned to the iPhone be used to block safe mode? The other question is because I may just rely on setting up restrictions within Apple's settings, I think I might be able to assume that Safe Mode will not be able to disable the restrictions or setting to guard against explicit content.
