How to do video call from iphone 4 , a regual 3g video call to non iphone holder?

Since you're wanting to video call w/ a non-iPhone user... Facetime is automatically out. You'll have to use Skype or something similar. However, I'm not sure which, if any, work over 3G.

I mean video call from my sim to his sim.

That doesn't make much sense. A video call from one phone to another has to be done by a 3rd party application... such as Skype.

I mean the video call by dailing their phone number

The only way to video call from your iPhone by dialing a phone # is via Facetime. That is only available from an iDevice to another iDevice. Won't work to an Android device.
