Seeing em a lot from high rep sellers

U send em ur imeid and they do something, then you restore with iTunes and your unlocked.

Only 2 things can be said about IMEI unlocks. One, "don't trust, don't buy". Two, "buy at your own risk." I've bought over 200 IMEI unlocks for my company's employees (their personal ones and some corporate ones), 95% being off of eBay and the last 5% off of other sources. I've had absolutely no problems whatsoever with any of them. They can't exactly do anything with just your IMEI number alone, nor will they want to. For $10 per person, all they're doing is copying and pasting in 2 sets of numbers, I'd do that.

Are they like hacking into apples mainframe and telling them my iPhone is not locked lol?

No. Most of these sellers on eBay are employees for the major carriers. All they're doing is adding your IMEI number onto a global whitelist so that any and all carrier will accept your IMEI, which is termed "unlock". This is 100% legal as most reps from carriers will do the exact same thing.
