Traffic using my GPS

While driving to work today I noticed that my GPS location indicator was on even with no apps running. I looked in the Settings - Location Services but nothing was showing as currently active (purple arrow). So I looked in Settings - Location Services - System Services and saw that "Traffic" was using my location.

I can't find out what Apple does with a "Traffic" GPS location. But I know that it's draining my battery much faster than normal.

Is this something I should turn off like "Diagnostics & Usage, Location-Based iAds, & Setting Time Zone"?
