Setting up personal hotspot?

I have iPhone 4. How can I set up personable hotspot? When I searched on google it says go to settings, general, network. But I don't have the network option under general?

You also have to contact your cellular carrier to activate the feature, until activated, it will not appear in settings. Some carriers charge a fee for using the hotspot feature.
