I loaded it and see it in the settings but I don't have a icon for it and can't open it.
When I access it from the settings it gives instructions on setting passwords but not using the app

While it does show in Settings (mainly to enable passwords), you don't get directions for it and you actually use it via the stock Photos app. To use it:

Open the Photo app and go to the Camera Roll to see all your pictures. In the upper right, you'll see the curvy arrow. Press it to select a photo. Once you've selected a photo, at the bottom you'll see the button "Add to." The stock Apple buttons are "Add to New/Existing Album." PhotoAlbums+ addition are "Move to New/Existing Albym." Selecting either one will physically move the photo from the Camera Roll to an album (if you pick Move to New, you'll be given the opportunity to create/name an album).

You can also create a new album at the start. When you first open the Photo app, press the Edit button in the top right. You will then see an Add button in the upper left. Pressing that button opens a popup where you can name a new album and decide whether to password protect it.

I don't have any of them. It's all stock nothing new. Like the tweak didn't take or something.
I removed and reloaded it and get the same thing. I can take a screen shot if that helps
Any suggestions from here

In your camera roll, tap on the top right conner arrow, then select the pictures you want to move to an existing album or to a new album, when you finish selecting your pictures, tap "Add to" on the down bar, select the option your want from the drop list ( move to an existing album, add to existing album, move to new album, add to new album)
 
There is no top right corner arrow. I posted a pic of a screen shot of the camera roll. It just says edit. No arrow anywhere. Like it didn't load but it's there in my settings
 
You're not in the right part of the photos application, you need to be in the camera roll where you can see all the photos, not on a single specific photo.

Oh man I thought I was a goofball.

I am in the camera roll now and across the top all I see is
All. Photos. Videos. That's it no squiggly line at all. I will screen shot it.

What iOS do you have on what model of phone? Cause I can tell you that my iPhone 4S on iOS 5.0.1 looks nothing like your screen shot...

iPhone 4s. version 5.0.1 (9a405)

Firmware 1.0.13

You need to do a fresh restore, in iOS5, the videos were moved to their own separate application, you should not have a tab for videos in your photos app.
 
If I do a restore will it remove my jailbreak. If so I can just redo it or is there a way to restore without removing the jailbreak?
