IPhone's compitition offers face calling outside wif

I was thinking about this and wondered if Apple felt the pressure of their competition offering face calling anywhere on 4g, could Apple make it so the iPhone 4 is capable to make FaceTime calls anywhere on 3G? More specifically, could this be done with a simple software upgrade, or would have to be addressed as a hardware upgrade on iPhone 4.1?

i have freinds that will call from infront of a mirror to get it done
and its(tango)avaible for andriod too....nice to be able to video chat cross platfrom like that
