i would like to know if there is any difference in sound quality between these two devices, given identical itunes libraries, and in both instances connected via the 30 tooth plug in to my car stereo. in other words, same song, both playing in itunes with the same import settings, same exact connection, same settings on my car's head unit, etc. all variables as identical as possible, is there a difference?

specs: iphone 4s 64gb verizon and ipod nano 8gb 2nd gen.

The 4S would have greater potential, since there are apps/tweaks that you can get to manually equalize your songs
 
Your iPhone 4S has a capicity of 64GB meaning you could download more songs and sound quality wise the 4S would be better.

hmmmm ok so what your saying is.....

putting the same song on each device, both in the highest quality format possible, the iphone will still playback the song in better quality, through real speakers not the built in ones, than the ipod?
 
We're under the circumstance where they're both in controlled environments under the same conditions, so the speaker comparison wouldn't really play a role since we'll be assuming it comes out of car speakers or a portable/sound system. The iPhone would ever so slightly be better only because of the fact that it dedicates slightly more room to the music.app. How much better? You won't be able to really grasp it unless your ears are really sensitive and you're away from feedback noise. And like I said earlier, the iPhone does have equalizer apps, so if you're into tweaking your own equalizers, the iPhone's sound quality after equalizing is better.
