iPhone 4s HELP needed on slow reaponse Siri & overall speed

My iphone 4s take a good 3 sec to respond when i open siri. Also, on some webpages, the phone do not slide smooth at all, such as when i get into someones channel on safari, it stuck for a good 5 seconds b4 slide down.
