You can easily create it as an enterprise application and load it onto a developer device. The same thing that was done recently and many times before. And Ryan Petrich is a developer, not an exploiter. And it'd be foolish to jailbreak a beta iOS as the delivery method and exploits can be patched

Thanks for the Info. So would it be true to say: that jailbreaking a beta version of an OS is a waste of time, because the developer will simply Pach The hacks/exploits before releasing iOS 7.0?
