Ignoring calls, does it make a sound to callers?

When I call my friend, his iPhone rings once, then i hear a short tone then it goes to his voicemail. Does this mean he's ignoring the call?

I do it all the time. It just goes to voicemail faster than if you just let it ring them go into voicemail.

That depends. IIRC you can set the amount of rings it takes before the call goes to voicemail. But yes, that generally would be what's happening
