how to upgrade to ios 6 when ios 6.1.3 is out?
I have ios 5 on a one iphone 4S, and i want to upgrade to ios 6
to test some new cydia tweaks like velox.

Is it possible to upgrade to ios 6 unofficially through some other channel
than apple?

You can't. There is no selective upgrade for the iPhone 4S. If you upgrade to iOS 6, it will be to the most current, which is iOS 6.1.3 and is not jailbreakable.
