So I've made my own app, is there a way of getting it on my phone without putting it on the App Store?

No one must submit all apps to apple for approval then they will submit it to the store.

The only way to do this is to be a registered iOS developer and have your iPhone registered as a development device.

And that costs $99 doesn't it?

Yes it does, it's also the only legal way to get non App Store apps on your iPhone. You are also only allowed to download the app to your own authorized development devices attached to your own developer account.
