i have had this issue several times with my phone. what can i do?

It's a host issue or an incompatibility issue. Make sure your iOS's IPSW matches your device's type.

i did. i then got error messages 21 and 1602. after fixing those it went back to 3194 again

how would i obtain shsh blobs?

SHSH blobs are automatically saved on Cydia's servers on jailbroken devices. You can only manually save the SHSH blobs that are currently being signed. I.E. you can only manually save iOS 6.1.2 SHSH blobs now, nothing below that if you haven't saved them already

okay when i go to restore, it says i have the right ipsw but during the restore process,it gives me the 3194 error.

3194 is a host issue. End any iTunes processes, edit your Host file and remove any gs.apple.com lines, delete the Host.Umbrella file, and flush your DNS/cache and try again.
