Nope. AT&T is currently trying to say that their version of the iPhone 4S has "4G" but in reality it is simply their 3G HSPA+.

+1... and to add something... the 4G that is displayed in the status bar of a 4S running iOS 5.1 or new was simply a coding change to make it say 4G instead of 3G.
