There's no way to use the CDMA radio on a GSM 4S.

While the iPhone 4S has both the GSM and CDMA radios, the issue is "locking". The carrier you bought it from has locked the CDMA radio from use. You will have to ask them to unlock it. Until the do, there is nothing you can do. Further more you must also have a CDMA service provider once you get the CDMA radio unlocked. Which is an entirely different contract from your GSM provider.
