I think the watch is 11.5 now and the iPhone and iPad are 18.5.

As further info IPADOS 17.7.8 is out and fixed the issue so updating the older iPads is no longer a problem..

Apple released the following updates:
iOS and iPadOS 18.6, iPadOS 17.7.9, macOS Sequoia 15.6, macOS Sonoma 14.7.7, macOS Ventura 13.7.7, watchOS 11.6, tvOS 18.6, visionOS 2.6

There are new updates for iPhones and Apple Watches: iOS 18.6.1, and watchOS 11.6.1.
