I have been reading for the last couple days on the Internet how Apple will be putting popcorn time app. In the App Store. Why would they do something like that isn't that stealing? Movies / Tv shows thank you

I wouldn't worry about it until I see the app in the App Store. What you read may have been speculation or wishful thinking.

Afaik, it's not an app in the App Store, but it's possible to watch videos from that site on the iPhone without jailbreaking, using a kind of workaround. I'm sure Apple is working on a solution to prevent this piracy site from showing movies on iDevices.
