cant turn off the TTY

iPhone 5s with iOS 10.3.2

I have searched and everything I find says go to settings>phone and turn TTY off. the only problem is there is no setting for TTY under settings>phone. i have searched the phone and I cannot find it anywhere. I have no idea how it got turned on, how do I turn it off.
 
Have you looked in Settings>General>Accessibility>Hearing? If the setting is not there try going to Settings>General>Reset and tap on Reset All Settings This will not erase any data and will reset all settings to factory default.

BTW, are you located outside the U.S.? Info I've seen says the service is not yet available outside the United States, which could explain why the TTY switches can't be found in Settings on your iPhone.

good call... it was under settings>general>accessibility>hearing. I have no idea how it got turned on. I am in the US.
