My son just got a major shock from his iPhone 4! He said it was charging, and he touched the top metal bar on his phone.
 
He shocked the phone. The phone did not shock him. I can assume that because he would have caught around 5v at about 1 amp which would have not only gotten his undivided attention, it would have left that part of the body tingling for more than a few minutes. Also it would make the phone unusable because there has been a compromise in the battery subsystem of the phone.

The human body can produce up to 50K volts of static electricity but usually averages between 10 to 20KV. That amount can startle you but you won't have any lasting side affects unlike the phone shocking you.

Odds are it is a particular piece of clothing or shoes. On occasion it can also be caused by the laundry detergent being used. I myself have an issue with my Hyundai Sonata and it's cloth seats. When I slide into the seat, I build up a nice static charge every time. Of course I could fix it but I enjoy shocking my family ;)
 
I get shocked by the metal shopping carts at Walmart! No matter what time of year (low humidity?) or type of shoes. Irritating!
