If you're talking about iOS updates that automatically download when your device is asleep, on WiFi, and connected to a charger, you can't stop the download. What you can do is go to Settings>General>Storage & iCloud Ysage>Manage Storage and scroll down the list until you find the update and delete the download it you choose.
