AppleInsider first broke the news yesterday that AT&T has not been intentionally throttling iPhone 4 upload speeds, and now today they report that AT&T has backed up AppleInsider’s exclusive by issuing an official statement explaining that the issue is due to a software problem that will be resolved very shortly.

The statement goes on to say that AT&T and Alcatel-Lucent jointly identified the software defect, which was impacting uplink performance for smartphone customers using 3G HSUPA in markets with Alcatel-Lucent equipment, which explains why the problem was only occurring in certain cities and not others.

“This impacts less than two percent of our wireless customer base. While Alcatel-Lucent develops the appropriate software fix, we are providing normal 3G uplink speeds and consistent performance for affected customers with HSUPA-capable devices.”
AT&T.

So basically, what AT&T is saying is, it’s not our fault, and don’t blame us this time!
