Assistance with restoring my iPhone

It show on the screen a green bar but its not moving looks like stuck not sure just guns leave for a while

Well it restarted and now the green bar is back again so not sure

Well Nos its just rebooting n freezing again n PC not saying owt think I have a paper weight

It'd help if you replied with the proper words instead of 'owt' and 'Nos'
