mom wants to get an iPhone in August. I used her email at one time. Can she still use it even though I don't use it anymore? Same with iCloud.

If you used her email as your Apple ID she can not do so.

Just create a new one just for the ID. A Gmail account.

I think you have to make another email account on Gmail and that account will be use in iCloud also..

That's not necessary. You can use an email account you prefer, it can be an xxx @ icloud. com address as well.
