Should I just JB again and if I do can I just do it over the JB or do I have to restore and then JB again?

Depend on the tool you are using to jailbreak, if you are using pwnage tool or snowbreeze tool then jailbreak right away by directing iTunes to your cooked firmware.
If you are using redsnow then first restore the iOS via iTunes and after that jailbreak it using redsnow. But is your phone locked to a carier? If yes have you tried to unlock the device? Is it after unlocking the device that your signal getting worse? Or you are having a factory unlocked phone?

Also I tried to get a free theme app from cydia but it says cannot locate pkg, I might recommend installing more sources, what does this mean? Thank's
If you find the themes through the search function of cydia, it means that the source where the search result comes from is already in your cydia, maybe you just need to let cydia update your repos/sources before try to look or download and install a them. Question: does this happen with whatever you try to get from cydia? Or always happen when you are trying to download whatever theme? Or....?

All is good, I didnt have to re JB, I just closed cydia and reopened it and it dl'ed some stuff and started working! Thank's for ALL the help bro! I am Jailbroke!!
