A problem ive never ecperience! HELP!!!!

i am having a problem i have never experienced before and cant find anything on it. I have a new boot ROM iphone 3gs mc model. 4.3 and baseband 6.15.00. i used a custom ipsw ( obviously) anyways, it is a unthethered jailbreak, but when i restart my device, all my tweaks like barrel or android unlock are gone, and my themes wont display. but cydia still opens and everything seems to be fine. some tweaks do stay like colour keyboard but 99 percent of the tweaks are not there when i reboot. when i shut it off and boot it as if it was tethered (redsnow) it boots up and all the tweaks work and the theme is applied. i have restored it twice and it does the same thing! is there anything that can be done? is there any advice, or links you could give me? i dont know what is making my phone do this, i assume its something to do with cydia.

You might have accidentally made a tethered ipsw. Download the latest version of Sn0wbreeze(PC) or Pwnage Tools(Mac), and try again.
