It will only if you're running something that requires caching like viewing high quality videos or movies. As for performance, yes, but only if you're running EXTREMELY low like in the 10s of megs. Lag is also contributed by processor intensive applications or tweaks like Dreamboard or Winterboard themes, actively fetching apps like WhatsApp potentially, or something as simple as too many background apps that demand your processor's attention nonstop.
